Horseshoe Lake Restoration Plan

Engineering firm TRC analyzed the applicable studies and plans approved for Horseshoe Lake by the Sewer District, Shaker Hts and Cle Hts City Councils, and the Doan Brook Watershed. Their scope of work included analyzing hydrological models, conducting site visits, and producing a more sensible and sustainable plan that is more cost effective, more environmentally responsible and more sensibly resolves the use of dredged materials.

TRC found that Horseshoe Lake could be saved by reclassifying the dam and constructing a new dam with an adjusted spillway and new emergency spillway. This viable, preferred Horseshoe Lake Restoration Plan meets or exceeds the Sewer District’s requirements by providing a stormwater benefit, improved water quantity and flood control, preserving and protecting this cherished inner ring community asset and environment that has been in place for over 100 years, protecting historic aspects of Horseshoe Lake, and preserving the overall aesthetic as one of the first of its kind suburban neighborhoods in the country.
